A while ago when I had a Minecraft server of my own we had a really cool spells plugin called Zephyrus, sadly it's no longer being developed but it allowed for research of spells, mana, and even wands. If it could be modified (with permission) or a different plugin like it is found it would be a cool addition(as it seems the server isn't aiming to be vanilla anymore). Looked up some wizard stuff on YouTube and there are command block creations making it work in a way. It might bring new mobs though that are insane. Idk. It's logdotzip's ttb series just some easy searching for this. It also wouldn't be too hard. Just a few simple command blocks actually. I can do it if you need I believe.(command block though) Our custom enchants thing can be done using command blocks too. Seth long made something quite like it. At least something simple.
