Well, I've looked through the old logs for his Steam ID as I'm afraid that the one you gave us was incorrect. His actual Steam ID is STEAM_0:1:38321973.

According to his adminstats though, he hasn't played on West 2 since January 1st and I was able to find a Forest Final map on East 2 that both you and him played on. Due to this he's been banned for Harassment on East 2. Thanks for the report, it'll be marked as completed.
