As soon as the clock starts counting for the match, yes. In the preparing time, no.

 

if theres people like me in the game, I would take it very seriously lol. some people go to work right away
but ya as amazing said, anything said after the preparation phase is considered legit

 

There's actually a message that pops up in chat as soon as the round starts., which you can use as a reference to determine if it was a pre-round or round start KoS. Any KoS in chat that shows up after that line would be considered a legit KoS.
