pluto9 not fulfilling his duties

Name of Staff/Player: Pluto9

Reason For Report: (What did he/she do?) i was prop killed round 1, then i talk to Pluto about it the he puts a slay then before the round starts he removes the slay for no reason, then i repetitively ask him why he does not respond then in 3 rounds he says to me "i will not slay someone 3 rounds after it happened" after i clearly stated i wanted him slayed.
