To fix most computer problems: Make sure you have a reinstallation CD for whatever operating system you use (legit or otherwise). Make sure to back up all your drivers (Google for a program to do this automatically, or find out what hardware you have through control panel and go to each manufacturers website to download). Reinstall windows. Reinstall drivers.

It's annoying as hell, yes, but it's guaranteed to remove all adware, malware, broken installations, blah blah blah.

For the love of god, do NOT delete system 32. It runs most of the main processes as an administrator. Generally when you run a diagnostic at the boot menu, it will tell you if there are any problems physical or virtual. If you are having problems run it in Safe mode and boot to a restore point. If that doesn't fix it, try using a reinstall disc, you will lose everything, but anything wrong with it will immediately be gone and it will be like new, assuming nothing physical is wrong with any parts. That is just a cover all, if you have any specific questions, I can help more with more information.

The above is assuming you have tried using Anti-virus or malware removal and it's not fixing a PERFORMANCE problem.
