There should be a limit on how many C4s should be in play on smaller maps (most notoriously clue, but there's probably a few others too), since idk about anyone else but I hate the constant C4 spam that seemingly always happens. 2-3 C4s in play should be the limit (in play meaning either in inventory or planted, even if not activated) for maps like Clue.
I'm not particularly against this, but i'm also not entirely in favor. C4 spam on clue is the only reason to play clue.
I think that the only limit, if any, placed on C4's like the one suggested by @mcgodinater should only apply to planted C4's. (Not those in inventories)
-1 C4 spam is an viable strategy than can kill most people, and just leave a space to stand away from the c4s
