As I just spoke to @Cafedemocha about this since he was the Staff Member on at that time, the player in question was already banned for his offense of Mass RDM as seen here:

So in conclusion this report is redundant and you were told by said Staff Member that there was no need to report the player because he was handling the situation.
This report will be deemed invalid as is has already been dealt with as stated above.
