Can someone create a command that:
    1. Equips Malfunction pistol.
    2. Fires Malfunction pistol Once.
    3. Equips Primary.
I wanna bind it to a key so I can get away with shooting that damn gun.

@Hacker Nation Anonymous you seem like you'd know.

    bind "key" "ttt_equipswitch; +attack; -attack; ttt_quickslot 3"

didnt tested, chances are that is not going to work

edit: probably fixed, still need testing
edit 2: used attack instead of fire, cause fire is for csgo and not gmod
edit 3: this should now work, just going to test it
edit 4: probably wont work with a single switch, because of the delay of pulling the gun, the only way to do this is using a macro, which is somewhat cheating, or through multiple switching binds using the alias command

I've seen some similar things while searching the internet during my random bouts of curiosity. I still think that this could be considered cheating, though.

This could be just like the CSGO jump throw scripts, but further discussion would have to be made with the higher ups.

console commands and binds arent cheatting, using anything outside of the game is in fact cheating

    I'd image it would be something like: bind j "slot6; +attack; slot2"
That should switch to your weapon in slot6, shoot, and then switch to slot2.

Note on the slots: slot6, slot2 will make you immediately switch weapons if you have "hud_fastswitch 1". Otherwise instead of slot6 and slot 2 use 'ttt_quickslot 2' and 'ttt_quickslot 6'.

Blanking on what slot the pistol would be in (I think it's 6). This also might not work if the game doesn't let you shoot it immediately.

If you aren't able to shoot immediately I'd make two binds right next to each other: "ttt_quickslot 6" and "+attack; ttt_quickslot 2"

This is all given you already have the pistol bought.

I'm confused as to why some people would see it as cheating, in theory isn't this at the same speed as somebody just being able to very quickly switch guns and use key binds already in place? Same as hitting a button and the bind that does "X is a traitor!". It's all under the same "speed limit" so to speak, as in just because you have a bind to switch weapons doesn't mean you could do it faster than, me for example that just switched to my primary. It's cutting down the time that the human element here would take, not augmenting anything in game. Maybe that's just me, I've been knocked for using binds before, but to each their own I suppose.
Not for me to decide what is/isn't a rule here, all up to the staff!

Well think about any bind. It's used to do it faster and more efficiently without making the game unfair in a certain aspect. Aim Bot is a hack that locks onto an enemy mkay. Increasing your Wheel Velocity is not affecting any players. This helps your crouch jump to connect the keys more fluidly. Now, the request @PanzerShrimp is making is for switching our a T weapon, then he must already be ready and fire the shot, while then it switches back to the last held primary weapon. This is not to any more an effect the scroll wheel weapon switching is, just a more refined search function. I just saw this Panz so I will start looking into it for ya and see what we can make happen for the particular request. :)

It could be seen as cheating because it gives you an advantage over others. Now, given that anyone and everyone is capable of doing so rather easily (Options > Advanced > Allow Developer Console or w/e the fuck) ), it'd be rather horrid to consider this as cheating. If using the console to give yourself a slight edge via keybindings is a cheat, then you may as well outlaw the usage of custom callout binds, double callout binds, AND t-warning binds. Although I'm sure there would be exceptions towards these, this is my counter-point upon the matter at hand.

Now, onto my contribution for @PanzerShrimp . Go into options, and find whatever key it is you use for noclip. By default the key is V, so it's probably happened a few times without you even realizing it. Rebinding might help if this is the case. Anyhow, for this scenario (if your key is in fact V to noclip/T-weapon quickswitch), aim at said player, press V, click, press V again. If this isn't what you're looking to do, however, I apologize. This is a more natural way of going about it, though. Less accident prone as well, as you may end up doing it with a traitor weapon and throwing a harpoon into a Detective's skull or somethin'. Happy traiting.
