You could quickly state your rank etc from the other region you play, then you could create an NA account to compete in the tournament. You don't need a leveled account to play private games.

Game 1 Team 1 vs Team 3 Game 2 Team 2 vs Team 4 Game 3 Loser of Game 1 vs Loser of Game 2 Game 4 Winner of Game 1 vs Winner of Game 2 Game 3 isn't necessary but could be done for fun by the losers.
