You don't need a rank to use points in the pointshop. Just for some items. There's lots that you can spend points on.

 

For me all there is is crowbar upgrades

 

In Vanilla and EU, there's only crowbar upgrades and lottery. In regular servers there's a lot of perks, jihad sounds, and you can buy guns.
