Can't connect to servers?

I cannot connect to the serious ttt servers for some reason. I can connnect with most of the others that I have played but when I try to join it says "Server is not responding". Wondering if anyone else has had this problem or if anyone knows how to fix it.

This may seem like a dumb question but how do you restart steam?

 

Just exit steam entirely then open it again.

 

Welp that didnt work either. Could it be my laptop?

 

u acculy did exit steam completly you to Ctrl+Alt+Delete -> Task Manager -> Click anything that say's steam and end the task

 

or you could just right click on steam on the taskbar and click "Exit Steam"
