Chip was perma banned. You can see everyone that is perma banned on the ban list of your personal bans under your bans. @Robokiller87 I think someone has mentioned.

Its just how Highwon has ULX setup. You can create a custom ban message and thats just what hes chosen.
That message has always been pretty standard. The place where people could see where, why, and who has always been on our ban list on the forums. Yes, all bans were public at one point, but now only permanent bans are public and individuals can see their own bans if they're logged in to the forums.
